Can You Change Medicare Plans Anytime in Florida?

One of the most common questions I get from Florida seniors is: "Can I change my Medicare plan if I am not happy with it?" The answer is: it depends on what type of plan you have and when you want to make the change.

Here is a complete guide to when and how you can switch Medicare plans in Florida.

Changing Medicare Advantage Plans

Medicare Advantage plans can be changed during specific enrollment windows.

Annual Enrollment Period (AEP): October 15 - December 7

This is the main window for changing Medicare Advantage plans. During AEP, you can:

  • Switch from one Medicare Advantage plan to another
  • Switch from Medicare Advantage back to Original Medicare
  • Add, drop, or change your Part D plan

Changes take effect January 1.

Medicare Advantage Open Enrollment Period (OEP): January 1 - March 31

If you are already enrolled in a Medicare Advantage plan, you can use OEP to:

  • Switch to a different Medicare Advantage plan
  • Switch back to Original Medicare (and add a standalone Part D plan)

Changes take effect the first day of the following month.

Special Enrollment Periods (SEPs)

Certain life events trigger a Special Enrollment Period that allows you to change plans outside of the regular windows. Common SEPs include:

  • Moving out of your plan's service area
  • Losing other health coverage
  • Moving into or out of a skilled nursing facility
  • Your plan losing its Medicare contract
  • Qualifying for Extra Help (Low Income Subsidy)

Changing Medicare Supplement (Medigap) Plans

Medigap plans have different -- and more restrictive -- rules for switching.

During Your Medigap Open Enrollment Period

When you first enroll in Medicare Part B at age 65, you have a 6-month Medigap Open Enrollment Period. During this window, you can enroll in any Medigap plan without medical underwriting -- meaning insurers cannot deny you coverage or charge higher premiums based on your health.

This is the most important window for Medigap enrollment. Do not miss it.

After Your Medigap Open Enrollment Period

After your 6-month window closes, switching Medigap plans in Florida typically requires medical underwriting. Insurers can:

  • Ask about your health history
  • Deny your application based on pre-existing conditions
  • Charge higher premiums based on your health

There are some exceptions -- certain SEPs allow you to switch Medigap plans without underwriting, such as when your current plan leaves the market or you lose coverage through no fault of your own.

Florida's Birthday Rule

Florida does not currently have a birthday rule (unlike California and Oregon), which would allow you to switch Medigap plans without underwriting during a window around your birthday. This makes it even more important to choose the right Medigap plan when you first enroll.

Changing Part D Plans

Part D plans can be changed during:

  • Annual Enrollment Period (October 15 - December 7)
  • Medicare Advantage Open Enrollment Period (January 1 - March 31, if switching from MA to Original Medicare)
  • Special Enrollment Periods (qualifying life events)

My Advice: Get It Right the First Time

Because Medigap switching is restricted after your initial enrollment window, I always encourage Florida seniors to take the time to choose the right plan from the start. A 30-minute conversation with me can help you avoid being locked into a plan that does not serve you well.

For Medicare Advantage and Part D, the annual enrollment period gives you a fresh opportunity every year to find a better plan.
