Medicare in Duval County: A Complete Guide for Jacksonville Residents
Everything Jacksonville and Duval County residents need to know about Medicare — plan options, local hospitals, enrollment, and how to find an independent Medicare broker who knows the local market.
Medicare in Duval County: A Complete Guide for Jacksonville Residents
Duval County is home to more than 1 million residents and one of the most competitive Medicare markets in Northeast Florida. Jacksonville's size means more plan options, more carriers, and more decisions — which is exactly why so many Duval County residents find Medicare confusing when they first approach it.
This guide covers everything Jacksonville and Duval County residents need to know: how Medicare works in this market, which hospitals and health systems are in network, what plan types are available, and how to make a smart decision without getting overwhelmed.
Medicare in Duval County: The Big Picture
Duval County is one of the largest Medicare markets in Florida. The combination of a large senior population, multiple competing health systems, and strong carrier presence means Jacksonville residents typically have more plan choices than residents of smaller Northeast Florida counties.
That's good news — but more choices also means more complexity. A Medicare Advantage plan that works well for your neighbor across town may not include your doctor or your preferred hospital. Getting this right requires comparing plans using your specific ZIP code, your doctors, and your medications.
Key facts about Medicare in Duval County:
- Multiple Medicare Advantage carriers compete for Duval County enrollees
- Both HMO and PPO plan structures are available
- $0-premium Medicare Advantage plans are available in most Duval County ZIP codes
- Medicare Supplement (Medigap) plans are available from multiple carriers
- Strong provider networks anchored by Baptist Health, Mayo Clinic Florida, and UF Health Jacksonville
Duval County Hospitals and Medicare Networks
Understanding which hospitals participate in which Medicare networks is one of the most important steps in choosing a plan. In Jacksonville, you have access to several major health systems — but not all of them participate in all Medicare Advantage plans.
Baptist Health System
Baptist Health is the largest health system in Northeast Florida, with multiple hospitals and hundreds of physician practices throughout Duval County. Baptist Medical Center Jacksonville is the flagship facility, with Baptist Medical Center Beaches and Baptist Medical Center Nassau serving the coastal and Nassau County communities.
Most Medicare Advantage plans in Duval County include Baptist Health in their networks, but always verify your specific plan and your specific Baptist Health providers before enrolling.
Mayo Clinic Florida
Mayo Clinic's Florida campus in Jacksonville is one of the most prestigious medical institutions in the state. Mayo Clinic accepts Original Medicare (Parts A and B) for most services. However, Mayo Clinic has historically been selective about which Medicare Advantage plans it accepts.
If access to Mayo Clinic is important to you, this is a critical factor in your plan decision. A Medicare Supplement plan paired with Original Medicare typically provides the broadest access to Mayo Clinic services. Verify current Mayo Clinic network participation directly before enrolling in any Medicare Advantage plan.
UF Health Jacksonville
UF Health Jacksonville is an academic medical center affiliated with the University of Florida College of Medicine. It provides complex and specialized care, including trauma services, and is a major teaching hospital for the region.
UF Health Jacksonville participates in many Medicare Advantage networks, but network participation can change annually. Verify your plan's current network status each year during the Annual Enrollment Period.
Ascension St. Vincent's
Ascension St. Vincent's operates multiple hospitals in the Jacksonville area, including St. Vincent's Medical Center Riverside and St. Vincent's Medical Center Southside. Ascension facilities participate in many Medicare Advantage networks in Duval County.
Medicare Advantage Plans in Duval County
Medicare Advantage (Part C) plans are offered by private insurance companies and bundle Medicare Parts A, B, and usually D into a single plan. In Duval County, multiple carriers offer Medicare Advantage plans, creating genuine competition that benefits enrollees.
What to Expect in the Duval County Market
- $0-premium plans: Available from multiple carriers in most Duval County ZIP codes
- Plan types: Both HMO (Health Maintenance Organization) and PPO (Preferred Provider Organization) plans are available
- Extra benefits: Many plans include dental, vision, hearing, and fitness benefits not covered by Original Medicare
- Prior authorizations: Medicare Advantage plans require prior authorization for many services — this is a key difference from Original Medicare
HMO vs. PPO in Duval County
HMO plans require you to use in-network providers and typically require referrals to see specialists. They generally have lower premiums and out-of-pocket costs but less flexibility.
PPO plans allow you to see out-of-network providers (at higher cost) and typically do not require referrals. They offer more flexibility but usually have higher premiums.
In a large market like Jacksonville, both plan types can work well — the right choice depends on your doctors, your health needs, and how much flexibility you want.
Annual Enrollment Period
If you are already on Medicare, you can change your Medicare Advantage plan or switch between Medicare Advantage and Original Medicare during the Annual Enrollment Period (AEP): October 15 – December 7 each year. Changes take effect January 1.

Medicare Supplement (Medigap) Plans in Duval County
Medicare Supplement plans work alongside Original Medicare to cover the cost-sharing gaps — the 20% coinsurance, deductibles, and other out-of-pocket costs that Original Medicare does not cover.
Why Many Jacksonville Residents Choose Medigap
For Jacksonville residents who want access to any Medicare-participating provider — including Mayo Clinic, all Baptist Health facilities, and UF Health — a Medicare Supplement plan offers the broadest possible access. There are no network restrictions, no referral requirements, and no prior authorizations.
The trade-off is a monthly premium. Medicare Supplement plans in Florida typically range from $80–$250+ per month depending on your age, the plan letter, and the carrier.
Most Popular Medigap Plans in Florida
- Plan G: The most comprehensive Medigap plan available to new Medicare enrollees. Covers everything except the Part B deductible ($283 in 2026). The most popular plan for new Medicare enrollees in Florida.
- Plan N: Lower premium than Plan G, with small copays for office visits and emergency room visits. A good option for healthy seniors who want lower monthly costs.
- High-Deductible Plan G: The lowest-premium Medigap option. You pay a deductible ($2,870 in 2026) before the plan kicks in. Excellent for healthy seniors who want catastrophic protection at minimal monthly cost.

When to Enroll
Your Initial Enrollment Period (IEP) is a 7-month window centered on your 65th birthday: 3 months before, your birthday month, and 3 months after. Enrolling in the first 3 months ensures coverage begins on the first day of your birthday month.
Missing your IEP without creditable employer coverage triggers permanent late enrollment penalties. If you are still working with employer coverage from an employer with 20+ employees, you may delay Medicare without penalty.

Medicare and Jacksonville's Major Employers
Many Duval County residents approaching 65 are still working — or recently retired from major Jacksonville employers including the City of Jacksonville, Duval County Public Schools, the U.S. Navy (NAS Jacksonville), Baptist Health, and others.
If you have employer coverage from an employer with 20+ employees, you can delay Medicare Part B without penalty. When your employer coverage ends, you receive an 8-month Special Enrollment Period to enroll in Medicare.
Important: Do not rely on COBRA as creditable coverage for Medicare SEP purposes. Enroll in Medicare when your active employer coverage ends — not when COBRA ends.

Veterans and Medicare in Duval County
Jacksonville has one of the largest active-duty and veteran populations in Florida, anchored by Naval Air Station Jacksonville. Many Duval County veterans have both VA healthcare benefits and Medicare — and understanding how they work together is important.
VA healthcare is not a substitute for Medicare. VA benefits cover care at VA facilities for service-connected conditions. Medicare covers care at non-VA providers. Most veterans benefit from having both.
The Malcom Randall VA Medical Center in Gainesville and the Jacksonville VA Outpatient Clinic serve Duval County veterans. For complex care, the Gainesville VA is the primary facility.

Moving to Jacksonville? Medicare Special Enrollment Period
If you are moving to Duval County from another state or another Florida county, you may qualify for a Special Enrollment Period (SEP) to change your Medicare plan. Moving to a new service area is a qualifying life event that gives you 60 days to enroll in a new plan.
This is particularly important for Medicare Advantage enrollees — your current plan may not operate in Duval County, and you will need to select a new plan.
