Medicare in Flagler County: A Complete Guide for Palm Coast Residents

Flagler County is one of the fastest-growing counties in Florida — and one of the fastest-growing retirement destinations in the country. Palm Coast has grown from a small planned community to a city of over 100,000 residents, with thousands of new retirees arriving each year from the Northeast, Midwest, and other parts of Florida.

With that growth has come a more competitive Medicare market. Flagler County residents now have more plan options than they did five years ago — but the county's smaller size compared to Duval or Volusia means the market is still more limited than in Jacksonville or Daytona Beach.

This guide covers everything Palm Coast and Flagler County residents need to know about Medicare.

Medicare in Flagler County: The Big Picture

Flagler County's Medicare market is shaped by two key realities: the county's rapid growth and its position between two larger healthcare markets (Volusia to the south and St. Johns/Duval to the north).

Key facts about Medicare in Flagler County:

  • Plan availability has increased significantly as the county's population has grown
  • Fewer carrier options than in Duval or Volusia counties, but growing
  • AdventHealth Palm Coast is the county's primary hospital and a key network anchor
  • Residents have access to Daytona Beach and Jacksonville health systems within 30–60 minutes
  • ZIP code matters: plan availability differs between 32137, 32164, and 32136

The ZIP Code Issue

This is one of the most common mistakes Palm Coast residents make when comparing Medicare plans: assuming that plan availability is the same across all Palm Coast ZIP codes. It is not.

Plans available in ZIP code 32137 (Palm Coast west) may differ from plans available in 32164 (Palm Coast east/Belle Terre) or 32136 (Flagler Beach). Always compare plans using your specific ZIP code.

Flagler County Hospitals and Medicare Networks

AdventHealth Palm Coast

AdventHealth Palm Coast is the county's primary hospital and the anchor of Flagler County's healthcare network. The facility has expanded significantly in recent years to keep pace with the county's growing population, adding surgical services, cardiac care, orthopedics, cancer care, and emergency services.

Most Medicare Advantage plans available in Flagler County include AdventHealth Palm Coast in their networks. However, network participation can change annually — always verify your plan's current network status during the Annual Enrollment Period.

Access to Regional Health Systems

For specialized care not available locally, Flagler County residents have access to:

  • Halifax Health (Daytona Beach): 30 minutes south — major regional medical center with Level II trauma, cardiac surgery, and comprehensive specialty services
  • Flagler Health+ (St. Augustine): 30 minutes north — HCA Florida Flagler Hospital with full acute care services
  • Mayo Clinic Florida (Jacksonville): 60 minutes north — world-class specialty and complex care
  • UF Health (Gainesville): 90 minutes west — major academic medical center

For Medicare Advantage enrollees, verify that your plan covers care at these regional facilities — particularly for emergencies and planned specialty care.

Medicare Advantage Plans in Flagler County

Medicare Advantage plan availability in Flagler County has grown as the county's population has increased, but the market remains smaller than in Duval or Volusia counties.

What to Expect in the Flagler County Market

  • $0-premium plans: Available in most Flagler County ZIP codes, though fewer options than in larger counties
  • Plan types: Both HMO and PPO structures are available, though HMO plans are more common
  • Network depth: Verify that your specific Palm Coast doctors are in network — not all local providers participate in all plans
  • Out-of-area care: If you regularly travel to Daytona Beach or Jacksonville for specialty care, verify those providers are covered

The HMO Consideration in Flagler County

Many Medicare Advantage plans in Flagler County are HMO plans, which require you to use in-network providers and typically require referrals to see specialists. In a smaller county like Flagler, this can mean a more limited local provider network than you might find in a larger market.

If you want the flexibility to see specialists in Daytona Beach or Jacksonville without a referral, a PPO plan — or a Medicare Supplement plan — may be a better fit.

Medicare Supplement (Medigap) Plans in Flagler County

Medicare Supplement plans are particularly popular among Flagler County retirees for several reasons:

Why Medigap Works Well in Flagler County

No network restrictions. A Medicare Supplement plan is accepted by any Medicare-participating provider in the country. This means you can see specialists in Daytona Beach, Jacksonville, or anywhere else without worrying about network coverage.

Predictable costs. With Plan G, your only out-of-pocket cost is the Part B deductible ($283 in 2026). No copays, no coinsurance, no surprise bills. For retirees on fixed incomes, this predictability is valuable.

Travel coverage. Many Flagler County retirees spend time in other states or travel frequently. Medicare Supplement plans cover you anywhere in the country — Medicare Advantage plans typically do not.

The Guaranteed Issue Window

When you first enroll in Medicare, you have a limited window to purchase any Medicare Supplement plan without medical underwriting. Florida insurers cannot deny you coverage or charge higher premiums based on your health history during this window.

Once this window closes, insurers can medically underwrite you. This is your best — and often only — chance to lock in Medigap coverage at standard rates.

Medicare Enrollment in Flagler County

Social Security Office Access

Flagler County does not have a Social Security Administration office. The nearest SSA office is in Daytona Beach:

  • Daytona Beach SSA Office: 1000 S Nova Rd, Daytona Beach, FL 32114 (approximately 30 minutes from Palm Coast)

Most Flagler County residents find it more convenient to enroll online at ssa.gov/medicare/sign-up or by calling SSA at 1-800-772-1213.

Your Initial Enrollment Period

Your Initial Enrollment Period (IEP) is a 7-month window centered on your 65th birthday. Enrolling in the 3 months before your birthday month ensures your coverage begins on the first day of your birthday month.

Missing your IEP without creditable employer coverage triggers permanent late enrollment penalties. The Part B penalty is 10% for each 12-month period you were eligible but did not enroll — and it is permanent.

Moving to Palm Coast: Medicare Special Enrollment Period

Thousands of retirees move to Palm Coast each year from other states and other parts of Florida. If you are moving to Flagler County, you may qualify for a Special Enrollment Period (SEP) to change your Medicare plan.

Moving to a new service area gives you 60 days to enroll in a new plan. This is particularly important for Medicare Advantage enrollees — your current plan may not operate in Flagler County's ZIP codes.

Steps when moving to Palm Coast:

  1. Notify Medicare of your new address
  2. Compare plans available in your specific Palm Coast ZIP code (32137, 32164, or 32136)
  3. Verify that AdventHealth Palm Coast and your local doctors are in network
  4. Enroll in a new plan within 60 days of your move

Palm Coast's Growing Healthcare Infrastructure

One of the most significant changes in Flagler County over the past decade has been the growth of local healthcare services. AdventHealth Palm Coast has expanded substantially, and the county has seen significant growth in specialist practices, imaging centers, and outpatient services.

This growth has made it possible for more Flagler County residents to receive care locally — reducing the need to travel to Daytona Beach or Jacksonville for routine specialty care. However, for complex procedures and highly specialized care, regional facilities remain important.

Medicare Part D in Flagler County

Medicare Part D prescription drug coverage is available as a standalone plan (for those with Original Medicare + Medigap) or bundled into a Medicare Advantage plan.

Even if you take no prescription drugs today, enrolling in a low-cost Part D plan when first eligible is strongly recommended. Delaying Part D enrollment without creditable drug coverage triggers a permanent penalty of 1% per month for every month you were eligible but unenrolled.
