Volusia County is home to approximately 570,000 residents, with a significant and growing senior population. The county's Medicare market is anchored by two competing health systems — Halifax Health and AdventHealth — which creates genuine competition that benefits enrollees.

AdventHealth operates multiple facilities in Volusia County, including AdventHealth Daytona Beach, AdventHealth New Smyrna Beach, and AdventHealth DeLand. The AdventHealth system provides a competing network to Halifax Health, giving Volusia County residents access to two major health systems.

The competition between Halifax Health and AdventHealth is one of the factors that makes Volusia County's Medicare market more competitive than smaller counties. Many Medicare Advantage plans include both systems in their networks.

AdventHealth Ormond Beach (formerly Florida Hospital Memorial Medical Center) serves the Ormond Beach community and northern Volusia County. It is a full-service hospital with emergency care, surgical services, and specialty care.

Some plans are more closely aligned with Halifax Health; others favor AdventHealth. If you have established relationships with doctors in one system, verify that your plan covers those providers before enrolling.

Medicare Supplement plans are a popular choice among Volusia County retirees, particularly those who want the freedom to use both Halifax Health and AdventHealth providers without network restrictions.

Access to both health systems. With a Medicare Supplement plan, you can use providers from both Halifax Health and AdventHealth — and any other Medicare-participating provider — without network restrictions. This is particularly valuable in a county where two major health systems compete.

No referrals, no prior authorizations. See any specialist you choose, at any Medicare-participating facility, without a referral or prior authorization.

Predictable costs. With Plan G, your only out-of-pocket cost is the Part B deductible ($283 in 2026). No copays, no coinsurance, no surprise bills.

Travel coverage. Volusia County retirees who travel frequently or spend time in other states benefit from Medicare Supplement's nationwide coverage.

• Plan G: The most comprehensive Medigap plan for new Medicare enrollees. Covers everything except the Part B deductible. The most popular plan for new enrollees in Florida.
• Plan N: Lower premium than Plan G, with small copays for office visits and ER visits. A good option for healthy seniors who want lower monthly costs.
• High-Deductible Plan G: The lowest-premium Medigap option. You pay a deductible ($2,870 in 2026) before the plan kicks in. Excellent for healthy seniors who want catastrophic protection at minimal monthly cost.

Your Initial Enrollment Period (IEP) is a 7-month window centered on your 65th birthday: 3 months before, your birthday month, and 3 months after. Enrolling in the first 3 months ensures your coverage begins on the first day of your birthday month.

Missing your IEP without creditable employer coverage triggers permanent late enrollment penalties. The Part B penalty is 10% for each 12-month period you were eligible but did not enroll — and it is permanent.

Medicare Part D prescription drug coverage is available as a standalone plan (for those with Original Medicare + Medigap) or bundled into a Medicare Advantage plan.
